Parking

  • Be sure to obtain a Willow Wood Parking sticker (application form available in the Management Office) for each vehicle.  All vehicles parked on the property must display a permit.

  • If your vehicle gets towed, please contact Henry Wrecker at 301-869-4800


  • Remember that parking is prohibited in all of the locations which are designated by signs or yellow street markings as "NO PARKING" for various safety reasons such as fire lanes or snow emergency areas.


  • Understand that parking of motor vehicles will be permitted within the Condominium only on paved sections of the common Elements and within specifically designated parking areas. All vehicles must be parked within curb markings where markings are provided.


  • Keep your vehicle tags, inspection stickers, and county decals current. 


  • Limit car maintenance to ONLY washing, waxing, changing wiper blades and tires, filling/checking fluids and emergency jump-starts.  In other words, no oil changes or performance of any repair or disassembly of a vehicle anywhere on the property.  This includes mechanical (motor and drive train) and car body.


  • Remember that boats or trailers of any size are not allowed on the parking lots.


  • Don’t leave inoperable or junk vehicles in the lots as your neighbors will call and we will tow.  If you have an unusual or extending circumstance notify the office.


  • Remember all commercial vehicles are prohibited from parking on the lot between 9:00 PM and 7:00 AM.  A Commercial vehicle is one that has writing on the vehicle, towing or plowing apparatus, ladders pipes, etc.



​Pets

  •  Be sure to always clean up after your pet’s waste by bagging it and discarding it in the dumpster or one of the dog waste stations located throughout the community. 

  • Failure to clean up after your dog is a violation of the Montgomery County pooper-scooper law and is subject to a $100 fine. Additionally, you may be fined by the community for failure to pick up after your animal. If you see a dog owner violating this rule, please remind the owner of their responsibility and/or report the violator to the Management Office.  Citizens may also report infractions or regulations (whether pooper-scooper or dangerous/vicious dogs) to Animal Services Division at 240-773-5900.

  • Remember to always leash your pet (unleashed pet are also subject to fines by Montgomery County Animal Division). A leashed animal is much easier to control and minimizes a pet’s threat potential toward other, smaller pets as well as your neighbors.


  • Please do not leave your pet unattended on the grounds.


  • Make sure you register your pet with Montgomery County and keep your pet’s licenses and rabies vaccinations current.


  • Be conscientious about your pet’s behavior so it does not be a nuisance to your neighbors. Many pet’s suffer loneliness when you leave and your neighbors know it even when you don’t.


Recycling

Please make sure all recyclables are in clear plastic bags, you may also empty your recyclables directly into the bins.  Anything that is in white or black plastic bags is considered trash even if they are placed in the recycling bin.  If you are placing cardboard in the recycling bin please make sure they are broken down.

Fine Schedule

In accordance with the Willow Wood Condominium Association’s documents, effective August 1, 2019, if you are found to be in violation of the Association’s By- Laws/Rules, you will receive a written notice to correct the violation within a stated period of time. If the violation is not corrected during the stated period of time, you will receive a second written notice requesting your presence for a hearing at a subsequent Board of Directors meeting and the corresponding fine assessed to your account (1st Offense).  Subsequent occurrences of the violation shall result in additional fines as structured below (2nd Offense & Future Offenses).


It is your responsibility to appear for the hearing to discuss the violation with the Board of Directors. Subsequent to the meeting, the Board will render a decision regarding the fine assessed against your account and provide you with written notice of its decision.

All fines assessed will be collected to the fullest extent of the law. Furthermore, the Board of Directors reserves the right to modify/add to the following schedule of fines with notice to unit owners of such subsequent modifications/additions.

WILLOW WOOD PARKING RULES & REGULATIONS for 2020/2021


WHEREAS, Article XIV, Section 1 of the Amended and Restated Bylaws (“Bylaws) of the Council of Unit Owners of Willow Wood Condominium (“Association”) authorizes the Board of Directors to adopt rules and regulations to regulate parking and traffic control;


WHEREAS, Article XIV, Section 1 of the Bylaws further establishes use restrictions regarding the parking of vehicles within the Common Elements; and,


WHEREAS, it is the intent of the Board of Directors to establish, clarify, and enforce rules and regulations with respect to parking within the Association Common Element.


NOW, THEREFORE, the Board of Directors resolves to establish the following parking rules and regulations (“Parking Rules”) within the Association, and these Parking Rules will supersede all previous rules and regulations relating to parking.


  1. All residents who wish to park their vehicles overnight in the Willow Wood Condominium parking lot must register their vehicles with the Willow Wood On-Site Property Manager, located at 7911 Coriander Drive.

  2. In order to register their vehicles, residents must submit a complete permit parking application. A complete permit parking application includes:

    • completed application (obtained from the WW website),

    • a copy of a valid government-issued driver’s license,

    • a copy of the vehicle’s registration,

    • In addition to the above requirements, tenants must also provide a copy of the leasing agreement and must also be listed on the lease agreement in order to receive a parking permit.

    • Each unit will be issued up to two (2) parking permits for their registered vehicle(s). The total number of parking permits issued cannot exceed two (2) total permits per unit.


3. Visitors who stay in the community for a maximum of four (4) consecutive days at Willow Wood, may park in the community without obtaining and/or displaying any form of permit or pass. Visitors who stay in the community for longer than four (4) consecutive days at Willow Wood must either obtain an extended visitor pass issued by the On-Site Property Manager or find parking outside of the community.


4. Visitors who stay longer than four (4) consecutive days at Willow Wood may obtain an extended visitor pass from the On-Site Manager, which will allow them to park in the community for up to ten (10) additional consecutive days, and for a total not to exceed fourteen (14) consecutive days. The resident, on behalf of the visitor, must fill out a request from the On-Site Manager which records the vehicle in question and specifies the applicable dates. The date of the extended stay will be printed on the pass and must be displayed on the dashboard of the vehicle. Visitors must park in the Visitor Parking spots.  Any vehicle which parks beyond the deadline written on the extended visitor pass may be towed at the vehicle owner’s expense. All visitors must obtain the approval of the Board of Directors in order to park in the community for more than fourteen (14) consecutive days.


5. All resident parking permits must be displayed on the BOTTOM FRONT WINDSHIELD

( STICKER CANNOT BE SEEN THROUGH TINT). The sticker may be placed on either side of the windshield. Vehicles without a current parking permit are subject to being towed. Expired parking passes will not be accepted upon the issuance of new parking passes.


6. There shall be designated Visitor Parking spots. All visitors must park in the designated Visitor Parking spots only (located on Badenloch Way and Coriander Drive). Visitor Parking spots are available on a first-come,

first-serve basis. Residents with valid parking permits should prioritize parking in non-visitor spots first. Only when there are no available parking spots, Visitor Parking spots may be filled by residents with valid parking permits.


7. Visitors and residents with parking permits may park for a maximum of four (4) consecutive days in the Visitor Parking spot. If visitors park in the Visitor Parking spot for more than four (4) consecutive days without obtaining an extended visitor pass from the On-Site Manager, then their vehicle may be towed at their expense.


8. In accordance with Article XIV, Sections 1(c) and 1(d)(2) of the Bylaws, vehicles prohibited from parking in the parking areas overnight include; commercial vehicles, private trucks,

trailers, campers, and recreational vehicles, boats, oversized vehicles, inoperative and/or abandoned vehicles, and vehicles not displaying current state registration plates. Such

vehicles may be towed in accordance with current towing laws and as otherwise provided under Article XIV, Section 1 of the Bylaws, as may be amended.


9. No unlicensed driver is permitted to operate a vehicle on the common driveways and parking lots.


10. To obtain a replacement parking permit, you must surrender your original parking permit. There is no charge for a replacement when you surrender your original permit. Your original permit will be marked VOID and it will no longer be usable in the community.


11. If you are unable to return the original parking permit, you must pay a fee for a replacement parking permit. Each replacement parking permit has a replacement fee of $25.00. The fee must be paid prior to the issuance of the replacement permit. Residents may be exempt from paying the replacement fee if proof of sale of the vehicle, destruction of the vehicle, or other relevant circumstances are submitted to the Board for review on a case-by-case circumstance.


12. Double parking is not permitted. Parking over the lines is also not permitted. Consistent with Article XIV, Section 1(a) of the Bylaws, parking shall be permitted only on paved sections of the Common Elements and within specifically designated parking areas. All vehicles must be parked within curb markings where markings are provided.


13. Horn honking from residents or their visitors is prohibited, except in cases for the safe operation of driving.


14. Please inform the On-Site Property Manager of any interruptions of normal parking lot business, such as the arrival of moving trucks or building/repair contractors.


15. Any disputes related to towing of vehicles must be presented to the Board of Directors. Please fill out an incident report with the On-Site Property Manager.


16. The Board of Directors shall have the authority to contract with a towing company for the purpose of enforcing these Parking Rules.


17. In addition to any other actions authorized under the Association’s governing documents, and Maryland and Montgomery County law, the Board of Directors shall have the right to remove any vehicle from the Property that is in violation of these Parking Rules, at the vehicle owner’s expense.


18. The owners of any unauthorized vehicle, as defined in Paragraph 8 above or as provided in the Bylaws, shall be responsible for all towing and storage charges. The Association may pursue any other legal means or enforcement measures available to secure compliance with these Parking Rules, including, but not limited to, imposing fines.


19. Motorcycles and scooters must park in designated motorcycle parking. Motorcycles and scooters do not require parking permit registration if they are parked in designated spots. Any motorcycle or scooter parked in a visitor or resident parking space may be towed at the owner’s expense.


20. Unless otherwise defined herein, all capitalized terms shall have the same meaning as set forth in the Declaration and Bylaws.
